Remarks by H.E. Ambassador Xin Shunkang At the Reception Celebrating the 66th Anniversary of the Founding of the People's Republic of China

My dear compatriots,

Friends from the media,

Ladies and gentlemen,

Good evening.

I am very pleased to meet all the friends again in the beautiful spring of Windhoek, to celebrate together the 66th Anniversary of the founding of the People's Republic of China. First of all, please allow me, on behalf of my embassy, to express a warm welcome and sincere gratitude for your presence this evening.

The coming 1 October is the 66th National Day of China. In the 66 years, under the leadership of the Communist Party of China, the Chinese people have been striving with bold innovation and practice, found the best development path for our own and made remarkable achievements. Now China becomes the second biggest economy, the first trading country with largest foreign reserve and the third biggest investing country in the world. China remains the biggest trade partner of nearly 130 nations. Last year, our GDP first ever broke through 10 trillion US dollors. The GDP per capita reached 7500 US dollors from less than 100 US dollors at the founding of the People's Republic. The population is 1.3 billion now while was only 540 million at that time.

At present, given the weak growth of the global economy, China's economy could not stand unaffected and is facing many challenges and downward pressure. However, we still managed to achieve 7% growth in the first half of this year, among which the tertiary industry increased 8.4%, and contributed about 30% to global growth. Such economic speed still take a lead among other main economic entities of the world. China maintains the important driving engine of the world economy. It was not an easy job, because the growth rate was based on $10 trillion economic scale, which means the absolute growth was even bigger than those of double-digit growth in the past. Moreover, China's economic structure is getting optimized rapidly. High technology industry grows faster than the overall industry. The consuming demands on information, culture, health and tourism keep increasing. Energy-saving and green economy is on the rise. New economic growth point is forming very fast. The fact proves that the Chinese Government has adopted correct and effective macro-control policies. Despite the moderation in speed, the performance of the Chinese economy is stable and moving in a positive direction. Although difficulties remain, there are more opportunities than challenges.

This year marks the 70th anniversary of the victory of Chinese People's Resistance War against Japanese Aggression and World Anti-Fascist War. In the war, the Chinese people paid 35 million casualties and made fundamental contributions to the final victory of World War II. To commemorate the great victory, the Chinese Government held massive military parade on 3 September, on which occasion President Xi Jinping reminded the world of the great truth of history: Justice will prevail! Peace will prevail! The people will prevail! Before the parade, President Xi also announced that China would cut troop levels by 300,000 by the end of 2017. It shows to the world China's determination of taking peaceful development path. We, China and Namibia, should continue our unity and cooperation, work on the construction of new international relations based on win-win cooperation and push forward the great cause of the world peace and development.


Ladies and Gentlemen,

The development of China's economy is the important foundation of China-Africa cooperation. The current China-Africa cooperation is full of vitality and creates new opportunities for the bilateral cooperation.

Since 2009, China has remained No. 1 trade partner to the African continent. Last year, China-Africa economic and trade cooperation overcame the negative influence of the global economy and showed good momentum of development. The annual trade volume broke through $200 billion again, reaching a record high of $221.88 billion, and increased 5.5% from a year earlier. The trade volume this year is expected to reach $280 billion. The quality of China-Africa trade is raising day by day and the structure becomes more reasonable. China continues to expand her investment in Africa. More than 2500 Chinese companies are running business in Africa and created over 100,000 local jobs. China is helping African countries to speed up their industrialization process with the goal of common development and win-win cooperation.

At the end of this year, the 6th ministerial meeting of Forum on China-Africa Cooperation (FOCAC) will be held in South Africa. The meeting now has been upgraded to summit. In the past 15 years, with the joint efforts of China and Africa, FOCAC has not only played an important role in the development of the African continent, but also drive the other big countries to increase input in Africa and pay more attention to Africa. China stands ready to work with Africa to meet the needs of Africa, explore the way to help Africa accelerate the industrialization process, establish and improve the public health system, and maintain peace and stability in Africa. The meeting will make a plan for the next 3 years on China-Africa cooperation, introducing a number of new projects and producing a upgrade version of China-Africa cooperation. I firmly believe that the meeting will become a historical event featuring China-Africa solidarity and cooperation, mutual benefit and win-win results.

Ladies and Gentlemen,


China and Namibia have set up a good model in China-Africa relations. "Distance cannot separate true friends even if they are thousands of miles apart". This is a vivid reflection of the friendship between our two countries.

This year marks the 25th anniversary of the independence of Namibia as well as the 25th anniversary of diplomatic relations between Namibia and China. In the past 25 years, our mutual political trust has been deepening and exchanges more frequent. So far in this year, Former President Pohamba, Chairman Kapere of National Council, Minister Ndakolo of Defence and the Committee on Constitutional and Legal Affairs of the National Assembly have visited China successively. The Special Envoy of the Chinese President, Minister of Defence of China and the friendly delegation of the Communist Party of China also visited Namibia. Before long, Founding President Nujoma will visit China again as an old friend. China-Namibia friendship is in very good relay and will continue to blossom.

In the past 25 years, the pragmatic cooperation between our two also constantly deepened, especially in economy and trade, in which two sides have complementary advantages and huge potential. The bilateral trade volume in 2014 reached 863 million USD, 16.78% up from a year earlier. By the end of 2014, China has the total investment of 4.6 billion USD in Namibia, ranking the front among African countries. So far, more than 40 Chinese companies are running business in Namibia, covering many fields such as construction, telecommunications and mining. They are very attended to abide by the Namibian laws and regulations, employing as many Namibian people as they can and creating over 6 thousand jobs.

With the long-term total investment of 5 billion USD, Husab Mine could provide 2000 permanent local jobs and 4000 temporary jobs while make Namibia the second largest Uranium producer and exporter in the world. Not long ago, President Hage Geingob visited this "Model Project" of China-Africa Cooperation with his Zambian counterpart President Lungu. He appreciated the building progress and wrote on the comment book that he was deeply impressed by the achievements of Swakop Uranium Company in such a short time. The company chisels mountains and builds roads with 2,000 employees have places to stay. The results are brilliant and gratifying. President Lungu writes that Husab project with huge investment is a symbol of China's commitments to Africa.

Another good news is that in this August, China signed the protocols of importing Namibian beef with the visiting Namibian Agricultural delegation. The door of exporting beef to China is open. It marks another breakthrough of the Namibian strategy of diversifying the beef exporting markets. Namibia became the first African country to export beef to China and once again runs the top in Africa. Moreover, China and Namibia are discussing to build a Foot and Mouth Disease (FMD) vaccine factory in Namibia. If realized, it will be great to the safety of Namibian grazeiry and poverty eradication.

Ladies and Gentlemen,

At present, under the leadership of the Chinese Government, 1.3 billion Chinese people are dedicated to the realization of "China dream", which includes national prosperity and rejuvenation, as well as people's happiness. The 2.2 million Namibian people are pursuing the goal of "vision 2030" led by President Hage Geingob, striving for the "Namibia dream" of stable economic growth and national industrialization. "Chinese dream" and "Namibia dream" share similar connotation and goal. The Chinese Government is willing to uphold the concept of "Sincerity, Pragmaticality, Affinity and Good Faith", regard Namibia as one of China's most reliable friends in Africa and further deepen our pragmatic cooperation to a more comprehensive degree. I firmly believe that with the joint efforts of both sides, the friendly relations and cooperation between China and Namibia will become more vitalized like the Welwitschia in the Namib Desert.

To conclude, please allow me to pay sincere gratitude once again to all the friends who contribute to China-Namibia friendship. Now I propose a toast, to the 66th anniversary of the founding of the People's Republic of China, to the better future of China-Namibia friendly cooperation, to the good luck of the Welwitschias tonight against New Zealand in the Rugby World Cup and to the health of all the present guests.
