2015/10/15

Hon. Peya Mushelenga, Deputy Minister of International Relations and Cooperation,

Hon. Maureen Hinda, Deputy Minister of International Relations and Cooperation,

Prof. Osmund Mwandemele, Pro Vice Chancellor of the University of Namibia,

Reverent scholars and experts,

Excellencies from the Diplomatic Corp,

Friends from the media,

Ladies and gentlemen,

Good morning!

In this beautiful day of Windhoek, we gather here to witness the opening of the first China-Africa Development Models Seminar co-hosted by the Chinese Embassy in Namibia and the University of Namibia (UNAM). First of all, please allow me, on behalf of my embassy, to extend a warm welcome to all of you, especially those who came from far away, and express my sincere gratitude to UNAM, especially the Faculty of Humanities and Social Science for their hard working to make this event happen. I would also like to take this opportunity to give my heartfelt thanks to friends from all walks of life for your dedication to China-Africa friendship and cooperation.

Two weeks ago, we celebrated the 66th Anniversary of the founding of the People's Republic of China. In the 66 years, under the leadership of the Communist Party of China, the Chinese people have been striving with bold innovation and practice, found the best development path for our own and made remarkable achievements. Now China becomes the second biggest economy, the first trading country with largest foreign reserve and the third biggest investing country in the world. China's overall national strength realized historic leap forward. China remains the biggest trade partner of nearly 130 nations. Last year, our GDP first ever broke through 10 trillion US Dollors. The GDP per capita reached 7500 US Dollors from less than 100 US dollors at the founding of the People's Republic. At present, in the background of the weak growth of the global economy, the Chinese Government has adopted series of macro-control policies and received good effects. The performance of the Chinese economy is stable and moving in a positive direction. Although difficulties remain, there are more opportunities than challenges.

Since independence, Namibia has been looking for the development path that suits your own conditions and has made great achievements in all the fields including politics, economy, environment, health and culture. Especially in recent years, Namibia maintains political stability, economic thriving and the lift of people's well-being. This makes Namibia a successful model of good governance in the region. Now the 2.2 million Namibian people are pursuing the goal of "Vision 2030" led by President Hage Geingob, striving for the "Namibia dream" of stable economic growth and national industrialization. China and Namibia share similar connotation and goal of development. Our bilateral pragmatic cooperation is taking comprehensive and deep progress. To study and exchange on each other's development model will surely benefit us to go even far and better in the future.

Ladies and Gentlemen,

This year marks the 15th anniversary of the founding of Forum on China-Africa Cooperation (FOCAC). In early December, the 6th ministerial meeting of FOCAC will be held in South Africa. The meeting now has been upgraded to summit. It is the first time for FOCAC Summit to be held in Africa. It will serve not only as an important platform for both sides to exchange governing experiences, but also as an historic event to enhance China-Africa unity and cooperation. Last month, Chinese President Xi Jinping addressed the UN Sustainable Development Summit and the High-level Roundtable on South-South Cooperation. He announced series of measures on enhancing development that includes the establishment of an international development knowledge center and an Academy of South-South Cooperation and Development. The center and academy are international think-tank that will gather talents through new and flexible mechanism, study the respective national conditions and practices of development of each country, and produce theories and strategies on development so as to provide effective solutions for south-south cooperation.

Against above background, this seminar is right in time and of special significance. Today, we discuss, study and analyze the development models of China and Africa, look back at the process of China-Africa cooperation, collect our wisdom, make plans for the future and give our thoughts and advice to the incoming FOCAC Summit. This is perfectly accord with the theme of "exchange and development". I hope all the experts and scholars may fully express your views on China and Africa development models and the audience could actively interact with the speakers. In this way, we could make our own contribution to the future of China and Africa cooperation.

Ladies and Gentlemen,

The communication of thoughts will surely make the sparks of wisdom. I believe that this seminar will help us to understand more about each other and reach broader common understanding in many fields. I look forward to more exchange events like this in the future.

Wish the seminar a big success with fruitful results!

Thank you!
